First off, I hope you already know this, but in case you don't never visit a random person linking to an exe file, as it will typically be an attempt to install malware.
You will want to put your picture on a site like flickr or photobucket that does image hosting. Then all you have to do is use an HTML image tag. The nice thing about Flickr and photobucket is they will generate that code for you.
